ETA: as long as it takes.

FastDL refuses to send certain sound files to clients no matter how I encode them or where I put them in the folder structures. Issue has been lowered in priority for the time being. Also added a new custom ULX Admin command set for dealing with recent problems like rapid team switching and unassigned players.
